### Describe the subtask Remove TreeLock from the 54 call sites that order a store write against an external side effect, once each ordering has a replacement: - `AccessControlManager` (32) and `PermissionManager` (4), after the authorization plugin ordering decision (#13178). Add a test for delayed grant/revoke reordering. - `FilesetOperationDispatcher` (7), after the fileset `CREATING/ACTIVE/DELETING` state (#13179). Add tests for concurrent create/drop and for a partial multi-location delete. - `JobManager` (10) and `BuiltInJobTemplateEventListener` (1), after the job `SUBMITTING` intent (#13180).
