### What changes were proposed in this pull request? Extract Iceberg REST service URI resolution into `Utils.resolveIcebergRestServiceUri` in `server-common`, and delegate the existing discovery endpoint to it. ### Why are the changes needed? Allow downstream server resources to reuse the existing discovery rules without duplicating the implementation. ### Does this PR introduce _any_ user-facing change? No REST API or configuration changes. Adds a public Java utility while preserving existing discovery behavior. ### How was this patch tested? Added direct utility tests.
