### What changes were proposed in this pull request?
Add Flink 2.2 connector/runtime modules and update CI, Docker setup and
connector documentation.
### Why are the changes needed?
Enable Gravitino catalog workflows on Flink 2.2 while retaining existing
version support.
Fix: #13739
### Does this PR introduce _any_ user-facing change?
Yes. Add `gravitino-flink-connector-runtime-2.2-${version}.jar` for Flink
2.2.1, supporting Iceberg, Paimon, JDBC, Catalog Store and session catalogs.
Hive remains unsupported on Flink 2.x.
### How was this patch tested?
- Flink 2.2 connector/runtime builds and unit tests passed, including 2
runtime packaging tests and a Scala 2.13 runtime build.
- 14 Iceberg unit tests and 7 REST deploy integration tests passed with
Iceberg 1.12.0 client and 1.11.0 server.
- Repository unit tests excluding Docker tests and formatting checks passed.
