### Describe the subtask Add the `plugins/tms` module (same packaging pattern as `idp-basic`, not in `core`): - Module wiring and distribution `copyLibAndConfigs` - DDL for `scheduled_tasks`, `table_maintenance_job`, and `table_snapshot_metrics` (MySQL / H2 / PostgreSQL) - Relational DAOs (POs, MyBatis mappers / SQL providers, meta services) - `TmsMapperPackageProvider` SPI registration - DAO unit tests **Out of scope:** db-scheduler pools, REST Feature lifecycle, CAS / occupancy, and in-job sample / drift / recommend (follow-up subtasks).
