### What changes were proposed in this pull request? - Add `plugins/tms` module (same packaging pattern as `idp-basic`, not in `core`) - DDL for `scheduled_tasks`, `table_maintenance_job`, and `table_snapshot_metrics` (MySQL / H2 / PostgreSQL) - Relational DAOs (POs, MyBatis mappers / SQL providers, meta services) + `TmsMapperPackageProvider` SPI - Distribution `copyLibAndConfigs` and DAO unit tests **Out of scope:** db-scheduler pools, REST Feature lifecycle, CAS / occupancy, and in-job sample / drift / recommend (follow-up subtasks under #13760). ### Why are the changes needed? First subtask of Epic #13760: TMS persistence foundation for the in-process Table Maintenance Service. Fix: #13761 ### Does this PR introduce _any_ user-facing change? New relational tables on fresh 2.0.0 installs.
