### Describe the subtask On top of #13773 (scheduler pools / Feature / occupancy): - In-Spark path: sample metrics at snapshot `S0`, persist to `table_snapshot_metrics`, set `before_snapshot_id` - Snapshot-drift gate: if HEAD moved after sample, end early (no re-sample loop) — §4.3 / §5.2.2 - Recommend gate: maintain vs skip after a clean sample (`MaintenanceRecommender`) - Cron job vs commit-chain per-type gates; unit tests **Out of scope:** Four maintenance type executors, commit-chain OCC / validation metrics, PolicyExpand / Spark submit / IRC listener.
