### Describe the subtask On top of #13765 (TMS policy content types / REST): - `MinIntervalMsResolver`: policy content → server config → code default - `NearestMaintenancePolicyResolver` over effective tag-selected policies (prefer non-inherited) - `EffectiveTableMaintenancePolicy` as the runtime view for scheduler consumers - Unit tests for resolution order, nearest selection, and effective interval **Out of scope:** attaching `schedule` / `minIntervalMs` / `jobOptions` onto the four built-in content classes; cluster-static `gravitinoAuth` / `ircAuth` overlays (follow-up subtask).
