### Describe the subtask Implement cluster-static client auth for TMS `runJob`, loaded from `gravitino.conf` (not stored in policy content): - Config keys under `gravitino.maintenance.gravitinoAuth.*` and `gravitino.maintenance.ircAuth.*` (`ConfigEntry` / `MaintenanceAuthConfigs`) - Overlay onto `jobOptions` / updater options at submit time (auth wins on duplicate keys) - Docs in optimizer / TMS configuration - Unit tests for config load and overlay behavior **Out of scope:** wiring the overlay into the live TMS scheduler `runJob` call site (follow-up once submit path lands).
