### What changes were proposed in this pull request? **PR 2/2** of #13800. **Depends on #13801** (merge that first, then rebase this). - `PolicyContentDTO` peer fields + `MaintenanceTriggerDTO` - `DTOConverters` round-trip - OpenAPI `policies.yaml` + user docs Diff vs #13801 tip is ~+530/-82 (~612 lines). Full branch includes #13801 until it merges. ### Why are the changes needed? Expose the domain peers from #13801 over REST. Fix: #13800 ### Does this PR introduce _any_ user-facing change? Yes.
