### Describe the subtask On top of #13773 / PR #13774 (scheduler pools + soft-slot claim MetaService): - `OccupancyGate` over soft-slot claim / reclaim / bind / finish (unbound TTL via `created_at`; bound via `JobMetaService`) - `TableMaintenanceRESTFeature` to start/stop the three db-scheduler pools when `gravitino.server.rest.extensionPackages` enables TMS - Unit tests for `OccupancyGate` Branch prepared: `feature/tms-occupancy-gate` (stacked on #13774). **Out of scope:** PolicyExpand / Spark submit pipelines, IRC commit-job listener, in-job S0 / drift / recommend (#13777), four maintenance types, commit-chain OCC.
