### What changes were proposed in this pull request? Subtask of Epic #13760. Adds the in-job maintenance pipeline skeleton in `plugins/tms`: - `MaintenanceTypeHandler` / `AbstractMaintenanceTypeHandler` / `MaintenanceTypeOrchestrator` - Metrics capability limited to compaction + manifest-rewrite (`MaintenanceMetricsSupport`) - Four stub type handlers + registry (`commitChain`, `singleton`) - Unit tests for registry, metrics capability, and orchestrator control flow (EXECUTE / SKIP_TYPE / drift / chain) **Out of scope:** Real S0 metrics persistence / recommend (#13777), Spark / BuiltInJob leaf execution, OCC / validation metrics, scheduler / OccupancyGate. ### Why are the changes needed? Epic #13760 needs a typed in-job phase contract so sample → gate → execute → sample can run per built-in type inside one Spark Job without a second task-type enum. This PR lands the skeleton; #13777 and type executors fill the hooks. Fix: #13824 ### Does this PR introduce _any_ user-facing change?
