Included the server authorization fix and regression tests in 5ef4945aa. The denied-read assertion is unchanged. Created #13839 to track the bug on main and branch-1.3, including the server backport after this PR merges. Local validation passed: 1,234 Python unit tests, 25 live integration tests, and 494 Java tests.
