### What changes were proposed in this pull request? Update `.github/PULL_REQUEST_TEMPLATE` to use `Fixes #(issue)` instead of `Fix: #(issue)`. ### Why are the changes needed? 1. Aligns `.github/PULL_REQUEST_TEMPLATE` with `CONTRIBUTING.md` (which already recommends `Fixes #123` under "Creating Pull Requests"). 2. Prevents a recurring issue where contributors see `Fix: #(issue)` and replace `Fix:` with the issue title prefix (such as `Improvement : #10272`), which stops GitHub from auto-closing the linked issue when the PR is merged. 3. Remains compatible with `extract_issues` in `dev/ci/label_fix_version.sh`. Fixes: N/A ### Does this PR introduce _any_ user-facing change?
