### Describe the subtask Add the domain manager in `core/`, following the Domain design (#13866) and the Domain API (#13877): - Metalake-level operations: create, get, list, alter and delete. Delete is refused with `NonEmptyDomainException` while the domain has sub-domains. - Domain operations: create and list sub-domains, publish and unpublish with the status consistency rules, and attach, move and detach with constraints C1–C6.
