   Hi, I've traced the current secret-recovery path.

   The Flink generic-table conversion and the base catalog conversion both call
`PropertyUtils.propertiesWithSecrets()`. The Java client delegates
`getSecrets()` to the REST secrets endpoint, and the core dispatcher test
successfully recovers a synthetic `flink.password` value.

   I also confirmed that the REST endpoint intentionally returns an empty
secrets map when the caller lacks `USE_SECRETS`. In that case, the Flink
property-merging utility leaves the masked `******` value unchanged.

   Could you confirm whether the affected Flink principal has `USE_SECRETS`
permission? I want to distinguish a missing authorization grant from a gap in
the secret-recovery implementation before choosing the production fix.
