Closing in favour of a smaller stack. With one test JVM per lane, which is what CI's runners already get, #13518 (class reuse plus resetting only non-empty tables) and #13899 (disposable test-database data) take the three core database lanes from about 55 to about 10 minutes, with no fork policy.
