### What changes were proposed in this pull request? Second slice of the in-job track (A2). Stacked on A1 (#14054), targets `branch-tms-scheduler`. - REST sample / finish for maintenance actions (`TableMaintenanceActionOperations`) - `MaintenanceActionManager` + plugin-local DTOs / binder / REST utils (idp-basic style) - OpenAPI under `docs/open-api/maintenance/` - Sample/finish resolve metalake from the **table id** via `TableMetaService.getMetalakeNameByTableId` (not the current policy metalake) ### Why are the changes needed? In-job Spark jobs need HTTP sample (S0 recommend gate) and finish (S1) against the control plane. Metalake for the action path must come from the occupied table, not from policy lookup. Part of #13760. Depends on #14054. ### Does this PR introduce _any_ user-facing change?
