### What changes were proposed in this pull request? Standalone B8 slice on `branch-tms-scheduler` (not stacked on B6/B7). - Built-in `TmsIcebergMaintenanceJob` Spark template (`builtin-tms-iceberg-maintenance`) - `JobTemplateProvider.BUILTIN_TMS_ICEBERG_MAINTENANCE` shared name constant - Java client + common DTOs for maintenance action sample/finish (`MaintenanceActionClient`) ### Why are the changes needed? Cron/commit submit pipelines need a single built-in Spark entry that runs S0 sample/gate, Iceberg procedures (single type or commit-chain), and S1 finish. Independent of the B expand/cron stack. Runtime sample/finish HTTP is provided by A2 (#14121) when that lands. Part of #13760 / #14020. ### Does this PR introduce _any_ user-facing change? No public REST in this PR (built-in job + client helpers).
