### What changes were proposed in this pull request? - **Add `design-docs/ci/presubmit/SPIP-presubmit.md`:** run CI as ordered stages (lint, build, small, medium, integration), with fan-out inside each stage. Gradle owns *what* runs; GitHub Actions owns order and width. - **Add `design-docs/ci/.rumdl.toml`:** the Markdown lint config. ### Why are the changes needed? **Today all 15 build and test workflows start at once,** so a typo still costs a full IT run. The doc covers the design, the gap scan per stage, and how peer Apache projects do it. Follow-up PRs under #14165 implement it. Fix: #14168 ### Does this PR introduce _any_ user-facing change?
