Review only this PR's own commits. ### What changes were proposed in this pull request? - **Run-scoped build cache:** `build` saves `~/.gradle/caches/build-cache-1` keyed by run id, and later stages and `*-action.yml` restore it via `.github/actions/restore-build-cache`. - **setup-gradle:** the ASF-approved v6.4.0 pin replaces setup-java's Gradle cache. It writes only from the default branch. ### Why are the changes needed? **Compile once.** Later jobs load compile tasks FROM-CACHE. PR runs read main's dependency cache instead of saving their own copy against the 10 GB limit. Fix: #14174 ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested?
