### Describe the subtask Add a root Dagger `GravitinoComponent` with modules for config, locks, governance (tags, policies, owners, statistics), schemas and tables (`@Public`/`@Internal` chains), authorization (no-op authorizer instead of `null`), storage, events, catalogs, filesets and jobs. `GravitinoEnv` is built on the component and keeps its getters.
