### Describe the subtask Add a check, wired into `./gradlew check`, that counts `GravitinoEnv.getInstance()` calls, reflective writes into the env and `mockStatic(GravitinoEnv)` per module against a baseline that can only shrink. Mark `getInstance()` with Error Prone `@RestrictedApi` so only callers annotated `@LegacyEnvAccess` may use it.
