### What changes were proposed in this pull request? - Add a core API to resolve effective policies for multiple metadata objects in one call, sharing ancestor tag reads and policy association reads. - Batch column ID and `TAG_METADATA_OBJECT_REL` lookups in the relational store. - Resolve an Iceberg table and its columns together when loading read restrictions. ### Why are the changes needed? Wide Iceberg tables currently repeat tag and policy lookups for every column. This makes storage queries grow with the column count. Fix: #14060. Depends on #13778. ### Does this PR introduce _any_ user-facing change? Adds `PolicyDispatcher.listPolicyInfosForMetadataObjects` to the core API. No REST API or configuration changes. ### How was this patch tested? - Added unit tests for shared ancestor resolution, selector matching, policy deduplication, and policy events. - Extended the H2 policy manager test to cover batched table and column reads. - Updated the experimental Iceberg loader test to verify one batch call. - Ran the targeted core and Iceberg tests and Spotless checks. -- This is an automated message from the Apache Git Service.
