### Describe the subtask Align \`PolicyExecutionSpec\` (from #13800 / #13885 / #13887) with existing \`api\` policy-module value-object conventions (\`TagValueSelector\` / content factories): - Drop \`withXxx\` copy-mutators; construct only via \`of\` / \`empty\` - Enforce shared peer constraints (\`minIntervalMs >= 0\`, non-blank option keys/values) in \`of\` (no deferred \`validate()\`) - Store option maps as \`ImmutableMap\`; add \`@Evolving\` - DTO peer setters rebuild via \`ExecutionPeersDTO\` helpers + \`PolicyExecutionSpec.of\` - Wire JSON peers unchanged ### Parent issue https://github.com/apache/gravitino/issues/13760 -- This is an automated message from the Apache Git Service.
