### What changes were proposed in this pull request? Add a specification for the SQL expressions following `USING` in row-filter and column-mask policies. Define expression grammar, supported operators and functions, type checking, SQL null semantics, validation limits, and examples. Preserve policy targeting and `FOR GROUP` / `EXCEPT GROUP` behavior. ### Why are the changes needed? Policy authors need a defined SQL expression syntax for row filtering and column masking. ### Does this PR introduce _any_ user-facing change? No runtime changes.
