### What changes were proposed in this pull request? Handle unregistered Lance REST routes in `LanceExceptionMapper` and return a JSON Unsupported error. Include the HTTP method and request path in the response. ### Why are the changes needed? Clients currently receive generic errors for unsupported operations and cannot identify them as Lance Unsupported errors. Fixes #14204 ### Does this PR introduce _any_ user-facing change? Yes. Unregistered routes return HTTP 406 with Lance error code 0. Missing tables and namespaces still return HTTP 404. ### How was this patch tested? Added HTTP tests for unregistered routes and missing tables and namespaces.
