### What changes were proposed in this pull request? - For **catalog/schema**-scoped maintenance policy expand, call `internalSchemaDispatcher` / `internalTableDispatcher` `listSchemas` / `listTables` then `loadSchema` / `loadTable` so missing entities are imported via the existing dispatcher import path. - Fall back to `SchemaMetaService` / `TableMetaService` listing when dispatchers are unavailable or listing fails. - Direct **table**-tagged attachments still use the stored table id (unchanged). - Unit test covering catalog-dispatcher discovery of a table absent from meta. ### Why are the changes needed? Expand previously only saw tables already in Gravitino `table_meta`. Iceberg tables under a catalog/schema with a maintenance policy but never registered were skipped. Fixes #14324 ### Does this PR introduce _any_ user-facing change? No new config. Catalog/schema policy expand may import previously unregistered Iceberg schemas/tables into the entity store as a side effect of `load*`. ### How was this patch tested? - `TestNearestPolicyTableEnumerator` (including `testSchemaExpansionImportsTableViaCatalogDispatcher`) ### Non-goals - Does **not** borrow aux IRC1 `CatalogWrapperManager` in-process; lakehouse backends stay self-owned (jdbc/hive; rest remains HTTP).
