Fixed in dc3913f099. CREATE now performs a metadata-only EntityStore.exists
check before opening the dataset, while the final strict put(false) still
detects a concurrent registration. Validation remains required for new CREATE
registrations and before any OVERWRITE removal. Added an embedded HTTP
regression for an existing name with a missing dataset: it reports
TABLE_ALREADY_EXISTS (409) and preserves the original registration; also
covered concurrent insertion and metadata-read failure. The related
catalog/REST suites passed 183 tests.
