Moved the scheduled `jobOptions` validation out of `api` into `core` (`MaintenanceExecutablePolicyValidator`, called from `PolicyManager` create/alter), so it does not depend on `plugins/maintenance` being loaded and keeps TMS catalog keys out of the public policy API. Also enforces that orphan-file-removal policies cannot set `commitTrigger=true` on that same create/alter path. -- This is an automated message from the Apache Git Service.
