### Describe the subtask
**Priority:** P1
**Dependencies:** #<id-2>. Independent of #<id-6>; may proceed in parallel.
**Problem:** The `local` seal is for development and tests only; production
deployments on
GCP need Cloud KMS to wrap the master key.
**Scope:**
- A Cloud KMS `SealClient` (CryptoKey encrypt/decrypt) in a separate
connector module,
authenticating with application default credentials.
- Registered as seal provider `gcp` via
`gravitino.seal.provider.gcp.className`.
- Unit tests with a mocked KMS client, and documented setup steps for a real
CryptoKey.
