### What changes were proposed in this pull request? **This is PR 3/3** of the TMS scheduling cleanup. Stacked on the Client/Planner schedule refactor (PR2). - Extract `PolicyExpandPlanner`; rename expand Registrar → `PolicyExpandClient` / Pipeline → Planner - Move expand `sync`/`align` onto the Client; thin Hook/Reconciler (`expandClient`) - Wire Managers from composition roots with IdP-style `getInstance` - Drop `Decision`; resolve via `resolveWinnerId` only - Share maintenance content helpers on `MaintenancePolicyDefinitions` - Rename `TableMaintenanceSchedulerPools` → `MaintenanceSchedulerPools`; collapse overlapping tests Refactor-only; no intended behavior change beyond packaging. ### Why are the changes needed? Finish expand/DI cleanup after the schedule spine lands so composition-root wiring is reviewed on a stable Client/Planner API. Depends on PR2 (`lasdf1234:fix/tms-schedule-client-planner`). ### Does this PR introduce _any_ user-facing change?
