Closing as superseded by #14530, which retains this commit and integrates the schema/partition evolution checks with the corrected staged-create and snapshot/ref validation. The consolidated version also checks partition ID collisions within one commit and validates the actual resulting default spec/order, allowing unknown transforms to remain non-default.
