### What changes were proposed in this pull request? Apply the existing module-opening options to Java 17 and newer in all four launchers. Add launcher regression tests and wire script changes into CI/test inputs. ### Why are the changes needed? Java 21 skips these options, causing Arrow MemoryUtil initialization and Lance dataset creation to fail. Fixes #14307 ### Does this PR introduce _any_ user-facing change? Java 21 and newer receive the existing JVM options. Java 17 behavior and rejection of older versions are unchanged. ### How was this patch tested? 29 targeted tests passed on Java 17 and 21; 108 CI contract tests passed. SDKMAN Java 21 smoke checks reproduced the Arrow error with all four old launchers and created Lance datasets with all four fixed launchers, using probe entry points rather than full REST services.
