URL: https://github.com/apache/gravitino/issues/14574
### Version
main branch
### Describe what's wrong
The Kafka catalog inherits Gravitino's default name rules, which accept `/`
and `=` in topic names such as `a/b` and `a=b`. Kafka rejects these characters,
but the connector wraps the failure in `RuntimeException`, so topic creation
returns HTTP 500 instead of 400.
The Kafka catalog's topic name capability should reject these names before
calling Kafka.
### Error message and/or stacktrace
Kafka reports:
```text
Topic name is invalid: 'a/b' contains one or more characters other than
ASCII alphanumerics, '.', '_' and '-'
```
Gravitino wraps this failure in `RuntimeException` and returns HTTP 500.
### How to reproduce
1. Create a Kafka messaging catalog connected to a Kafka broker.
2. POST to
`/api/metalakes/{metalake}/catalogs/{catalog}/schemas/default/topics` with:
```json
{"name":"a/b","properties":{"partition-count":"1","replication-factor":"1"}}
```
3. Observe HTTP 500 instead of 400. A name containing `=`, such as `a=b`,
has the same problem.
### Additional context
The fix can retain Gravitino's existing name restrictions. Dotted topic
names and name length limits are separate concerns.
