[MINOR] fix(client-python): Avoid order-dependent Pylint failures (#14644)
### What changes were proposed in this pull request?
Use `too-many-lines` consistently for Pylint suppressions and remove a
duplicate `C0302` suppression.
### Why are the changes needed?
Mixing numeric and symbolic suppressions can make Pylint 4.0.5 report
`too-many-lines` depending on file scan order, despite an existing
suppression.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
Reproduced the failure before the fix. All six scan orders passed on
Python 3.10; full Python client Pylint passed on Python 3.12. Black and
`git diff --check` passed.
