## Purpose
Cherry-pick of #14482 onto `branch-1.3`, replacing bot PR #14621 (closed
with conflicts).
## Changes
- Authorize Iceberg REST `registerTable` overwrite and foreign metadata
sources via `RegisterTableAuthzHandler` / `RegisterTableSourceResolver`.
- Add `AuthorizationHandler.entityType()` for denial attribution; update
Iceberg/Lance handlers accordingly.
- branch-1.3 adaptations:
- Drop main-only `AuthorizationRequestScope` reuse tests from
`TestBaseMetadataAuthorizationMethodInterceptor`
- Drop `findUnheldRoles` mock (API not on 1.3) from
`TestRegisterTableAuthzHandler`
