Scope update for #14643: this PR only partially addresses this issue. The **stale Spark JDBC catalog configuration/credential snapshot sub-item remains unresolved**; the proposed reload/guard has been removed from the PR following review. Its invalidation/refresh semantics and lifecycle costs will be handled separately as a **2.0 follow-up**.
