## Purpose
Cherry-pick of #14520 onto `branch-1.3`, replacing bot PR #14615 (closed
with conflicts).
## Changes
- Accept known `policyType` values case-insensitively via
`PolicyContentTypeIdResolver`.
- branch-1.3 adaptations (main has more built-in policy types):
- Resolver / OpenAPI / docs only cover `ICEBERG_COMPACTION` and `CUSTOM`
- Drop `validateCreatePolicyType` that depended on main-only built-in types
- OpenAPI `policies.yaml` adapted to 1.3 schema (no conflict markers)
## Closes
Supersedes #14615
