Scaling and centering the display to fit the available space is intended
behavior, not a bug. The fact that something is not done to prevent the display
from becoming a postage stamp when the available space is very small is perhaps
something that can be improved upon, but there is a specific issue type for
such things.

Anything can be made draggable. Whether that would be an improvement, and
whether it would be a good solution in general, is another question.
I'm sure there is a way this behavior can be improved, however there will
always be a case where either the display or the keyboard will end up
impractically small.
