Just because you tried connecting to a SPICE server with Guacamole and it 
didn't work does not mean that it is "not compatible."  This is a question of 
implementation - the Guacamole Server (guacd) has to have support added to it 
to translate the SPICE protocol into the Guacamole protocol so that it can be 
used by a Guacamole-compatible client.  Adding this support is not trivial.

This is getting a little off-topic, but...while CAL RDS licenses are not 
negligible in cost, there are plenty of people willing to pay for them.  
Furthermore, if you want a single Windows system with multiple remote desktop 
users, RDS and Citrix are the only ways (that I know of) to accomplish this - 
otherwise, even with SPICE, you are limited to a single user per Windows 
system.  You can, of course, use a VDI model - however, if you're familiar with 
Microsoft licensing, you know that in order to *legally* license VDI (including 
using VNC or SPICE) you are required to purchase Windows 7/8/10 Enterprise 
under certain agreements and maintain Software Assurance on those licenses.  
I've purchase both, and VDI+Windows Enterprise is more expensive than Windows 
Server+RDS.

I am sure that SPICE will eventually be added to Guacamole, but, as with any 
piece of software, commercial or open source, Guacamole focuses 
time/effort/resources where the demand for features is higher, and SPICE hasn't
