With some of the recent developments to authentication extensions, it seems to
be good time and idea to extract a bunch of the permissions management features
from the JDBC module such that they are available to other modules. These
could either be relocated to the existing guacamole-ext module, or into some
other, to-be-name, module that deals strictly in access control and permission
management.
