Keep in mind that the client side of Guacamole is actually independent of 
keyboard layout. The keymap is only needed to tell Guacamole how to translate 
the characters typed on the client side into the scancodes consumed by RDP on 
the remote desktop side. All Guacamole needs to know in that case is the 
keyboard layout of the *server*. If you know that your users will be primarily 
using Canadian French keyboards, selecting a keyboard layout on the server 
which has all or most of the same characters should work.

As far as contributing a keymap goes, please feel free to do so. Hopefully the 
issue you point to (as well as the various others) are helpful there. You would 
indeed need to update {{rdp.json}} so that users of the mainline Guacamole 
webapp will be able to select your keymap. If you are only using guacd, that 
doesn't affect you, but it's important regardless. Those JSON files are part of 
guacamole-ext within guacamole-client.
