*have not been copied* and can be found instead at the original issue.

Allow administrators to pre-populate information for new users with the data of
an existing user by clicking a "Clone" button while editing that existing user.
Users that are pre-populated with data must not exist until the user clicks
"Save", and the "Clone" button should not be present for users that do not yet
exist.
