After looking at the developer tools in more detail, IE is reporting that the
offset takes up almost all of the screen (except for 20px). Resizing the
screen increases or decreases the offset, but leaves the viewport the same size.
This can be further seen by pressing shift-ctrl-alt. Only the top 20 pixels of
the menu can be seen.
