The Debian and Ubuntu packages are maintained by downstream maintainers, not
the project itself. That said, it looks like they've been updated recently
(toward end of year, but prior to 0.9.10-incubating):
https://packages.debian.org/sid/guacamole
Looking at [https://qa.debian.org/cgi-bin/watch?pkg=guacamole-client], it looks
like the package's "watch" file will not match the "-incubating" suffix (and
still uses the SourceForge download location), so they may not be aware that a
new version has been released.
I recommend giving them a quick poke.
