This is the intended behavior. User B will not see the connection unless they
are given the share link S by A. User B needs to actually visit the share link
in order to have access to the connection. If they do not visit the share link,
they will not have access.

Right.
If either user is already logged into Guacamole and they visit a share link for
the same instance of Guacamole, they will see that shared connection
temporarily merged into their normal list of connections.
If an individual is given the share link (regardless of whether they exist in
Guacamole), and they are not logged in, they will be taken to the shared
connection immediately upon clicking the link.
