So, my latest findings with this are these:

On both platforms, I'm recording with 44100 Hz. I set the microphone to Stereo 
and 32-bit float(in audacity).

- On Windows 2012 R2, everything works fine, I am able to record and play back 
in normal speeds.

- On Windows 2016, sound playback from different sources seems fine, stuff I 
recorded with the microphone is sped up. I seem to have no influence 
whatsoever, I can change recordings settings to mono or use other Hz rates but 
nothing affects how the previously recorded sound is played back(while normal 
videos sound normal!). That's why I'm guessing the problem is related to 
recording. I've figured out that with slowing the playback of audacity down to 
~80%, it seems nearly normal by speed, but of course the voice is then way 
lower.
