That behavior is a bug: GUACAMOLE-281
Custom authentication providers are indeed supported by the Docker image,
however the sanity check which verifies that authentication has been configured
is incorrect in the case that only the {{GUACAMOLE_HOME}} environment variable
is used (see linked issue).
