What client OS and browser are you using? 

It sounds like you may be using MacOS.. MacOS and browsers on it are quirky:

Chrome and Safari; a Keydown event is generated when CapsLock is enabled, and a 
Keyup event when CapsLock. This causes the key repeat timer to send key down 
and up events every 500 msec as you describe when CapsLock is enabled. This is 
fixed by adding the CapsLock keysym 0xFFE5 to the *no_repeat* list in 
Keyboard.js.

Firefox behaves differet in that it only generates Keydown events when CapsLock 
is pressed. Some extra handling is required here so that CapsLock is released.
