JobConfig.Builder#setFailureThreshold sets the failure threshold which is 
defined as:

{noformat}
  /** The number of tasks within the job that are allowed to fail. */
  public static final String FAILURE_THRESHOLD = "FailureThreshold";
{noformat}

Setting the threshold to something equals to or larger than the number of tasks 
of the job should skip the failure.
